Saito looks up from his meal at Kai and Amaya.

"Sure, the MAMEs are pretty good but they are a little tough to get here in Tokyo. Not only that but they are a little more expensive than the MREs."

Saito then looks back down at his MRE and back at the two of them.

"Although, learning to cook might not be a bad idea."

Ryo simply pulled something resembling a granola bar out from underneath his scarf. In reality, it was a high protein, high calorie, food supplement of his own design, sealed in a germ killing edible wrapper for convenience. Despite the edible wrapper, he removed it, in order to keep his eating habits 'normal.'

"Military Rations are an efficient means of receiving your daily recommended values of protein, and enough calories to sustain you, even thru the most strenuous of days." Ryo mentioned to both his brother Saito and Lily. He carried his statement on further. "They are also a very cost effective means of living as well."

Ryo continued to eat, while he drew on a small tablet with his free hand, eventually the lines taking shape of a school floor plan.

Kongou winces at the mention of MREs as edible. "Cooking is one skill everyone should have, at least the basics. Maybe you should enroll in my class, Mr Saito." Mr. Kongou puts his briefcase on the table, opens it and pulls out a small transparent container which contains a good sized amount of rice, and another container with some strips of marinated beef. He then breaks out a pair of mahogany chopsticks, and opens the containers. The smell wafting out of the beef is enticing and the rice appears perfectly cooked.

"If anyone wants anything, feel free to take some." Kongou puts the container of beef in the center of the table, and takes several of the strips and puts them on a plate he pulls out of his briefcase. He puts his briefcase back on the ground next to him. "Enjoy." He then begins eating the beef and rice with gusto, somehow not managing to get any of the sauce on his gloves or clothes.

The mosaic of differing smells were making Georgi salivate. Unlike the rest of the students and staff, he had already eaten of an apple, some dried fish, a potato, and water. His meals were always the same, simply prepared and efficient. Ther was never any desire to eat anything else. He figured it was part of his dietary programming: simple, easy, and nutritious. The MRE, being eaten by Saito, would also have made a suitable meal. However, when Mr. Kongou opened up his container of beef and rice, Georgi could not take the orgy or scents any longer, and had to give it a taste.

"I wouldn't mind having some, thank you" Georgi said to Kongou trying his best to hide the fact that he had not eaten anything like that before...or at least as far as he could remember.

He took five bites, savoring each one as his keen sense of smell augmented the tase of the food. It was simply exquisite. Afterwards, he sat back and watched the others eat and listened to them converse. He would perform the task he was given, even if it meant avoiding meals with the others to keep an eye out for danger. A smile would be returned to any student or teacher who happened to look at him.

Ariel watched Kongou place the containers on the table, and listened to his words with a smile. She uses a pair of chopsticks to get the food onto a plate while watching Georgi partake of the food. After she took a bite of the food, she smiled again at Mr. Kongou and looked into his eyes. "I think I know what class I am switching into next, if you don't mind. I, honestly, even have trouble boiling water. Cooking isn't for me." She said, and her body reflected it. With her skin tight leather looking shirt, it was very obvious that she didn't eat much. She continued to eat slowly, seemingly cautious due to her unsteadiness with the chop sticks. "And god, how I miss forks."

"I'll make sure that you get the chance to learn some cooking skills, Ms. Zebbs." Mr. Kongou smiles and finishes the pieces on his plate. "We may even get you used to chopsticks." He laughs gently and sighs. "I'd say this dish is one of my more successful experiments." Mr. Kongou turns to the students, "Eat up. And Saito, there's still room in my basic cooking class for next semester, if you want to jump in. But it seems to fill up fast. I really should see if there is enough interest in cooking to start up a little cooking competition here in the school."

Saito takes a drink from his water bottle.

"Indeed it is true, Mr. Kongou, that the cooking skill can be useful in a combat situation. I would definatly benefit from learning such a skill. However, lately I my hands have been full with school safety so im not sure if I would have time for that class next semester."

Lily yawns and scratches her nose.

"Not that all this talking about cooking isn't fascinating," she comments blandly, "But don't we have...I don't know...-murders- we should be discussing? As in, what we're going to do about them?"

"I think that the President mentioned that we're waiting on one more," Amaya said before using her borrowed chopsticks to eat. She was eating quickly, abandoning her slow, dainty style in order to return Kai's sticks so that he could eat, too.

She glanced at the President to see if he was going to disagree with her. She was pretty sure she'd heard him say that earlier.

Naien makes her way onto the rooftop and looks around, noting that everyone else is already there. Which suits her just fine. I have to play the new girl. Not that its that hard since I am new. I didn’t think that this council was going to ever do anything remotely interesting, though.

Naien has just arrived at school this semester. She told everyone that her father just transfered here to work. While friendly to anyone who approaches her, she hasn’t made any great effort to befriend anyone since she arrived at school. Which made her jumping at the chance to take a spot on the council seem a bit odd.

Adjusting her ever present purple lensed glasses, she takes a seat in the last remaining chair. “Konichiwa, I hope I did not keep everyone waiting long.” She flashes a friendly smile as she speaks. “Terrible about the murders, isn’t it?”

President Hayami smiles back and nods. "There you are Naien. I was wondering if you'd make it in time Please be seated and I'll begin." He waits for her to sit down and for the others to set down their chopsticks.

"You are all wondering why we are here. well, part of our charter is to help keep the student body safe and happy. Principal Shikishima has already taken the steps he must to do this. That is why Mr. Kongou, Ms. Zebb, and our PE coach here are here. They are the first group of faculty that will stay on night watch with us." He gives them a moment to digest his words.

"Yes we are going to take turns staying here on campus at night until the Police catch the suspect. The reasoning is simple. We set an example by staying here, showing the students that it's still safe to come here. A private donor has provided thhe school with state of the art security, but that alone isn't enough. Technology can fail. The students and faculty need to see that we believe in the school and in the local police."

He nods to the three teachers. "I understand that you three are also here to witness this next part." He passes around six waivers to the students seated there. "These are waivers of negligence. By signing these it removes responsibility from the school should something happen to me, or any of you." He signs his name to the waiver as he finishes.

"Any of you may choose not to participate and that is fine. I'm asking you all to do this because I trust you. There is something about each of you that makes you special, and that is why I believe in each of you. This is one small way we can give back to the school."

His eyes twinkle abit. "And there is the matter of compensation. The schoolboard understands that many students work part-time jobs on the side. By signing this waiver effectively you gain a job where all you do is walk around the school at night making sure everything is alright. If there's actually any trouble there are emergency safeguards and hundreds of locations that will summon the police."

He takes his seat again and rests his hands on the table. So I ask each of you, Will you help me make the student body truly feel safe and sound here at Jindai High?"

Ariel smiles at Lily, and her immediate reaction.

"I believe he said there are hundreds of safe guards, and thousands of ways to contact the police. Though the school is not held responsible after you find that waver, do not approach a suspicious scene without the escort of one of us teachers or a higher authority. Our number one priority is safety." She wasn't trying to lecture as much as sound reassuring, but it seemed to come out awkwardly, and she was obviously caught up in a mental process of rephrasing it. Ultimately, she smiled again at Lily and began unsuccessfully trying to eat some rice with her chop sticks.

Saito takes a waver and after reading it totally, signs his name complete with rank and serial number.

"Mission Accepted"

Saito then hands his waver back to President Hayami.

"Mr. President, I am hearby requesting authorization for the use of lethal ordinance during this mission as it is likely to be dangerous."

When Kai moved forward and signed his name, Amaya's expression clouded with anger. She was scowling as he signed the waiver, but when he turned to her, she changed it to a worried expression. Without a word, she signed her own waiver.

"I have to keep an eye on you," she murmured, leaning toward him so that only he could hear. She smile was concerned, but accepting - at least outwardly.

"I know, but this is something I feel I have to do." His voice is barely above a whisper but he knows that Atsushi heard it by the smile on his face.

"Don't worry, everything will be fine, you'll see."

Valerie finishes inhaling the lunch that Kai shared with her, and giving back the smaller bento box where it came. "Thank you senpai!" Valerie bows to Kai.

Looking towards the table, she picked up one of the waivers "I'm sure the Council President will make sure that this place is safe, won't he?" she says as she giddily signs her waiver, writting her name in cursive wester writting, dotting the I with a heart.

"That's what we're all going to make sure of." President Hayami said with a smile. "I believe in each of you just like Kai here does."

He turns to Saito. "I cannot allow lethal weaponry at this juncture. You are still only permitted non-lethal means of deterrance."

Ryo looks at the waiver for only a split second but he manages to absorb all the legal mumbo-jumbo in it. "You realize, these probably won't hold up in any hum..Japanese court right?" Even though he doesn't think it means much, he signs it anyway and passes it to the president.

Ryo digs underneath his scarf and pulls out two pairs of glasses, and hands one to Saito. The pair for Saito look like ballistic glasses, only with an earpiece and a HUD built into it. "You forgot your glasses this morning, Dad would have killed you if you put your eye out with a stray 9mm cartridge ejection." The pair for Ryo look like a regular pair of eyeglasses, the microphone for the communicator was around his neck, and hidden by his scarf. To the typical observer, they would think he had these hidden underneath his scarf the whole time, but it was obvious to Saito that Ryo had just crafted them with one of his unique talents.

"Well, where should I start my search Mr. President?"

OOC: Ryo just used Power Flux - Primal Creation to create two sets of glasses, each one costing 8 points, they have nothing but the features of Binocular Zoom, Camera, Ultrasonic Communication, and Weatherproofing on each one for a total of 4 points out of the possible 16 in items he can create. His EP is reduced by 20 down to 55.

Naien takes the waiver and cooly looks it over. Rather quaint but it seemed harmless enough. She scrawls her name down on the form and pushes the paper aside. "We'll do our best to make sure the rest of the students feel safe."

"Are safe," Lily corrects with finality. "We'll make sure they are safe."

She gives Ryo a funny look, wondering what else he has hidden under that scarf. Not one, but two pairs of glasses? Must be thicker than it looks.

Georgi watches with mild surprise as Ryo produces several pair of glasses and declares his intent to search. The young man is eager..that is good. Let's just hope his enthusiasm doesn't get him into too much trouble. I will have to keep my eye on that one.

He began to wonder if there was going to be any sort of waiver for the instructors; not that he needed or even wanted one. Yet,somehow he got the feeling that they were not going to be troubled with such 'niceties'.

When he heard about the prohibition against 'lethal' weaponry, he quietly snorted. Surely such a prohibition did not apply to everyone. Someone had to have that option available should it be needed. Until that point came, he would use whatever non-lethal weaponry he could utilize. His 'other' weapons would be held in reserve. Close to him and ready to be used at a moments notice.

"Alright then, now that the waivers are signed I believe Lunch period is just about over. We will reconvene in the the Student Council room at 4:45 this afternoon. Use the time after class to make whatever preparations you require to spend the night here. At least for tonight, all of us will remain here overnight. Supper will be served at 7:00 after the first patrol. Until then my friends."

At this point The council disperses back to class and the teachers also return to their courses. The last to leave are Saito and Ryo. As Saito leaves The president stops him. "You may not carry your lethal weaponry on patrol but I will allow you to create an armory of sorts in the student council room. It will have to be kept secure, but things may require them so it's best to be prepared."

From there President Hayami went and gathered the waivers. and made his way to the Council room where he filed them in his safe. "They'll hold up if I need them to, but I've watched you all and I believe each of you can walk the path I have set you on. Tonight the curtain rises on a drama that will change everything." He sits at his desk and smiles, knowing this is really his only choice now.
