There are two views on this, "Yes" and "No". Both of them could site in game material for support.

In the case of a nova using a power defined as Knockout Gas, the answer IMHO is definately Not. In that instance use the listed power mechanics for the attack and the defense. So no matter what the "definition", if the mechanic is "Stun Attack" then use that, and if the mechanic is "Disinteration + Cloud" then use that.

Similarly, the rules seem pretty clear that someone with Matter Cham who chooses to mimic a substance becomes immune to it and he gets a chance to aquire that immunity Before it can effect him. The listed examples are tear gas and a radioactive substance so it's pretty broad.

Where it's unclear is whether someone with BM:Stone needs to breath.

Or alternatively, you could use the Weakness rules to add limits to the effect that it only works on those who need to breath and are effected by poisons. Being stopped dead by Adaptability, Health, inorganic Bodymorphs and Matter Chameleons, or mundane gas masks and oxygen tanks would probably be worth a fair amount of Weakness points. . .

There are two ways to do it - Stun Attack + Cloud, or Poison + Cloud. Either way, against baselines it's going to be very effective, and against novas (especially novas with Mega-Stam) it's going to be less effective.

IIRC, Stun Attack has a range, while Poison is a touch attack, so Poison would be the better choice. You (as the GM) can decide that protection like a gas mask could protect, or maybe put them all the way up to a full MOPP suit (for a poison absorbed through the skin). Taking Poison would also let him vary the attack from minor irritant all the way up to lethally effective.
