Aberrant RPG - Upgrading Power Groups

Has anyone put any thought into how this would be handled?

I'm thinking that it would just be a case of spending the difference in XP and switching, keeping all the subpowers already developed and moving on from there (possibly allowing some switching out if the next level had a better version of a power you got from a lower level; probably at some insignificant XP cost).

Any thoughts?  Tell me if I should clarify the question also please.
