Like they said, the internal structure is the real problem. Getting an eye with a working retina, lens, iris, nerve connections, etc. to grow is orders of magnitude more difficult than growing bones, skin, muscle, cartilage, and other rather undifferentiated and generally regenerative soft tissue.
