Aberrant RPG - "Automatic successes" bothering me

Example, Q- 4 character with a bashing q-bolt does [12] automatic dice of bashing damage. Does this mean you get to automatically roll 12 dice when you hit to do damage, or if you hit the opponent he automatically takes 12 levels of bashing damage?

The damage add ( in [ ] brackets) are levels of damage automatically inflicted ( after soak). If you Blast a tough but unarmored Baseline ( bashing soak 4), he will take 8 levels of damage before you even start rollind damage dice. This will probably splatter Mr. Normal. Nova hardcase King Thug, with a bashing soak of 20, would absorb all the automatic levels from the blast, and then reduce the leftover dice by 8. He will probably then throw a Volvo at you.

I though it was extra dammage dice to role, I always though quantum bolt had the potential to be the deadliest power, especially with extras, and is the vehicle killer of powers, for me this just confirms it!
