There are other powers that let you destroy cities, the ST presumably allows them to be used (and if he doesn't then he can say no up front). But with Mastery *sooner* *or* *later* you will destroy a city. It's not a matter of *if*, it's a matter of *when*.

And it's not just "botch" as in "one bad roll". It's "botch" as in "one player screw up". Even with Poison+Area you have to work to murder millions of people. The ST and probably the players have warning. With Mastery one blown roll or misjudgment and poof. You're always juggling nukes all the time.


And it should be said that if you are taking the Area Extra on one of your offensive powers, you should expect something like this to happen. Why, exactly, do you need Area on your Quantum Bolt? Why do you need it on Poison? Because if you're doing it because those annoying single targets are moving around too quickly and you want to be able to nuke them instead of aim, then yes, you're going to screw things up spectacularly one day.

Think about this: it's normally a player decision to add Area onto an already existing offensive power but sometimes you need to translate that into the mind of the nova who actually wants that ability. Anyone that hellbent on causing wide swaths of destruction isn't going to care too much if they take out some bystanders or a perhaps a hundred of them. BEFORE Mastery, I mean.
