Alrighty, the purpose of this Open fic is to get inside the heads of the Directive as they try to understand your character: who they are, where they're from, what they can or could do, etc.

Generally speaking, only those who feel that their characters might warrant closer inspection and investigation by the big D should post. This is supposed to be a briefing regarding those novas who are mysterious, have Cipher, and might be considered threats.
