The letter can be tracked back to William Jay Turner, an independently wealthy man who own stocks in a wide range of businesses and owns a few IP. He is a real person.

Those who would have gotten the letter would be the ones who have openly spoken out against Utopia. Brains being placed as a higher value than brawn. In the end a few letter will be sent to those who would not b interested in said actions for numerous reasons, such as bothering a Utopian. In other words if you want you character to get one, then by all means they have one.
