Description:
With long blonde hair and big blue eyes unaugmented by makeup or other contrivances, Hannigan has a kind of California 'surfer-hippie' good looks that aren't stunning, but are fresh and wholesome. She has a ready smile and a twinkle in her eye, and dresses in simple, colorful clothing. All of this belies the change she puts on when assuming the character of 'Echo.' Clad in dull, dark grey nanosuit, she covers most of her face as well, and changes her hair color to some improbable shade.

Personality:
Hannigan, who goes by 'Hannah' most of the time, is a good-natured, practical-minded girl. She continues the deception of being confined to a wheelchair in her normal life, which grates on her, so she doesn't make many appearances in public. She's a webmaster and software consultant, allowing her to telecommute for any job related functions. Her strained relationship with her father is a weak point in her cheer...she doesn't like talking about him, and her disappointment in his actions and guilt in the role she played in his decisions still sour her when she thinks at them. Hannigan is very into populist causes, and donates time and money to local outreach to the poor as well as several charities.

Background:
In the annals of the worst financial frauds ever wreaked, just after Bernie Madoff comes Jerry Ellis, a Stanford educated mathematician who took his head for numbers to Wall Street and made a killing. Unfortunately, his first child was born with a rare degenerative condition that expensive therapies could hold in check, but for which there was no cure. Jerry tried to turn his wealth to the problem, but medical research is a black hole, and he soon found himself in need of more money. Ordinary investing was too slow...he needed results fast. He took advantage of what was left of his capital and his sterling reputation as a miracle worker and used them to create a pyramid scheme. The proceeds of that scheme were devoted near-entirely to the research.

The medical research had gone a bit off the rails as well. As it was funded clandestinely, and to get results quickly without the need for regulatory checks, he was obliged to hire scientists and doctors who were not 'limited' by a strict ethical code. The leader of the project was a man named Neuman Grey...a brilliant researcher who's past was marred by scandals, but with results that Jerry couldn't overlook.

Dr Grey used the money and facilities to conduct research of his own, without Jerry's knowledge. The procedure he prototyped on Hannigan did indeed save her life, but it did much more than that as well. It augmented her body with several self-regenerating colonies of symbiotic nanotech swarms that not only prevented and even reversed her degeneration, but gave her superhuman abilities as well. Satisfied by the results, Grey took the data, what was left of the money, and turned Jerry in as he disappeared.

When the truth came out, the family shattered. It had already been strained to the breaking point by Hannigan's condition, and the financial woes they suffered. Jerry's wife left him and filed for divorce even as the case against him was being assembled by the SEC and other regulatory agencies. Hannigan took the news especially hard on realizing that not only had her father not been the man she though he was...but that it was at least partly her fault.

She decided in the end to keep her growing physical competence secret, and instead used her newfound abilities to go after the bank that had been complicit in her father's fraud, but had through accounting tricks kept its nose clean enough...and leveraged its size and influence enough...thatit was escaping prosecution. No...if her father was going to jail, they were ALL going to jail. Hannigan infiltrated the bank and used her abilities and skills in computing to gain access to their records and accounts. The next morning they were noticibly less rich, and the SEC was waiting on their doorstep. Most of the money she donated to various good causes anonymously. Some, she kept, reasoning that she was a victim here too even if the law didn't agree.

The law was a problem, Hannigan thought more and more. It protected criminals as much, or more, than victims. Some research confirmed what she'dcome to suspect...a great deal of finance laws had originally been sponsored by Congressmen who'd been submitted the draft laws directly from company lobbyists. They were writing their own laws, then complaining that those laws were 'regulatory burdens.'

THESE guys were sitting in their learjets and penthouses, while her father, who'd only done what he did to save his daughter's life, was rotting away for decades in jail.

When the law was unjust, then it took someone going outside the law to balance the scales. She was prepared to be that person.

Motivation (Justice/Revenge)
Echo is driven to go after wealthy individuals and companies who defraud others, even if that 'defrauding' is technically legal. This is partly to try to make up for what her father did, and also out of a sense of personal responsibility, as it was her condition that drove him to do it. It's also out of lingering anger at a system that punished her father, while letting many far worse criminals go free, or even rewarding them.
Nemesis (Neuman Grey)
Echo was the prototype for the procedure that Neuman Grey finally used to transform himself to the nanotech-based villain Grey Goo. He now commits ever worse crimes; raiding laboratories in search of the exotic materials and components that will further his apotheosis. While he has no particular hate for Echo (which is why he didn't kill her originally), she feels responsible for his rise to superhumanity, and takes a personal interest in foiling his plots. Said foiling is rapidly eroding his lack of hate.
Secret Identity
While Echo's father, and therefore herself, were headline news, the augmentations installed by Neuman Grey not documented or known about even by her father. Most of the world believes the experimental procedure done on her merely saved her life and stopped the degeneration of her tissues.
Weakness
Because of the technology paralleling her nervous system, Echo is susceptible to electric pulses and attacks, which can cause her to temporarily overload.
