Settlement Size

  • 1: Tiny Village/Hamlet (population <150)
  • 2: Village (population 150-500)
  • 3-4: Small Town (population 500-1500)
  • 5-6: Medium Town (population 1500-5000)
  • 7-9: Large Town (population 5000-12,000)
  • 10-12: Small City (population 12,000-20,000)
  • 13-15: Medium City (population 20,000-35,000)
  • 16-18: Large City (population 35,000-60,000)

  • 1-3: Undefended - no walls or defensive positions, no militia or army to speak of
  • 4-6: Lightly Defended - wood Palisades, a small fighting force
  • 7-9: Moderately Defended - wood Palisades with towers, a small fighting force and a local police/law force
  • 10-12: Fairly Defended - stone walls, a properly sized militia/army and a local police/law force
  • 13-16: Adequately Defended - stone wall with towers, a large army & militia, a sizable police/law force
  • 17-18: Heavily Defended - massive walls and towers, a large experienced army, and a capable law keeping force
  • 19: Fortress City - massive walls, towers, and defensive weaponry, a large and well trained experienced army, and an experienced police/law force
  • 20: Impregnable - As Fortress City with even greater capacity, no attacker would risk even a prolonged siege.

Type of Government (optional)

  • 1-2: Autocracy - ruled by a single nobel
  • 3: Confederation - ruled by a variety of competing groups
  • 4-5: Democracy - Citizens vote for their leaders
  • 6-7: Hierarchy - Ruled by some kind of tiered group structure, much like most military
  • 8-9:Gerontocracy - Ruled by the elders
  • 10: Gynarcy - Ruled by a council women only
  • 11-12: Magocracy - Ruled by a council of Mages only.
  • 13-14: Military Government - Ruled by the military.
  • 15-16: Monarchy - ruled by a royal family
  • 17: Oligarchy - Ruled by the elite citizens
  • 18: Pedocracy - Ruled by a council of scholars and wise men
  • 19: Plutocracy - Ruled by the wealthy
  • 20: Theocracy - Ruled by the religious heads

  • 1-2: Impoverished - unskilled laborers

  • 20: Extremely Wealthy - a city of nobels

Presence of Magic

  • 1-3: Non-existent - Either by law, prejudice, or simple lack of incentive there are no mages in this town.
  • 4-6: Uncommon - Only a handful of magic users call the city home.
  • 7-9: Familiar - Magic use is common enough to be routine but there are still only a few resident magic users.
  • 10-12: Common - As above but with a greater number of magic using residents
  • 13-15: Somewhat Prominent - Magic is commonplace with one or more guilds and many magic users living in the city.
  • 16-18: Prominent - As above but with a great many resident mages who have voices in the local government.
  • 19-20: Pervasive - Magic is so common it sees use in daily life of all citizens. Many magic users make their homes in the city and the government, military, law, and all other walks of life utilize magic.

Presence of Religion

  • 1-2: Non-existant - Religion is either outlawed or the citizenry are atheists or uncaring.
  • 3-5: Moderate - A few churches and temples, the people are religious but not strongly so.
  • 6-7: Mixed with one Prominent God - The people tend to be religious with a wide variety of faiths, though the worship of one god in particular is strong.
  • 8-10: Single Dominant God - A single god and religion dominates the city pushing out or minimizing all others.
  • 10-12: Indifferent or Noncommittal - Some of the populous is religious, others not. No one faith is strongly represented within the city.
  • 14-16: Wide Open - A wide variety of religions with no clear majority or dominate faith.
  • 17-18: Bizzare - Local cults or specialized religions unique to the region dominate the city.
  • 19-20: Zealots! - A single faith dominates the city to the exclusion of all else and penetrates into the government, military, and all other aspects of life.

Other factors to consider:

  • Racial breakdowns - % of each race within the city
  • Major economic focus - mining town, farming or mill towns, trading crossroads, etc
  • Major landmarks - Arcane University, World Wonder, Seat of Kingdom, ports, etc.
  • Style of architecture - wooden buildings & thatch roofs, stone an masonry, Gothic, cavern hewn, etc.
