Green Ronin decided to release the "signature" heroes for 3E M&M for free online so that buyers of DC Adventures would not be forced to pay extra to have them. They are:

Short Answer: Yes, they are based in a city actually named Emerald City which is near Seattle in the NW.

Long Answer: GR is expanding their Freedom City setting to the West Coast with a new setting in the same universe. Emerald City is meant to be in the northwest, near Portland and Seattle. It has, until recently, laid below the Super Hero/Villain radar. These characters are being set up to be used either as starting PCs (hence the PL 10 builds) or as NPC heroes just getting started in that city/setting. They all also have a sidebar detailing how they could be used as villains, which is a nice touch.
