Base power is Matter Creation, but he wants to apply the following limits:-No raw material creation; only discrete objects-Object size no bigger than Medium-Nothing radioactive or unknown substanceThe question: how much would you say these limits would be worth? As for examples, things like flashlights, handguns, watches, candy bars, rolls of duct tape. . . basically, ordinary items a person could conceivably carry in a jacket pocket or knapsack, except an unlimited supply. Similarly, he couldn't produce "oxygen" but he could produce tanks of it.RE: -Object size no bigger than MediumSo only the really useful items short of Mastery.RE: -Nothing radioactive or unknown substanceSo he can't produce the really hard stuff... which usually has a +2 or +3 diff.As I see it, he's limited to "only" the most flexible and useful aspects of this power. You could do much the same by just giving him few dice to roll... I'd probably just make him buy the full power and give him a psyc limit of some sort. If you want to put some limits on it, how about "may not produce anything that could hurt or damage anyone" or "may only produce objects that could be purchased for $40 or less". IMO, this is not a worth-points limit on the power, this is a thematic limit on the power (which means the player can keep it that way if they want, but feel free to ignore their 'limitations' if the situation warrents it).
