Under the QV description, it says health levels can be chosen as the ability to be stolen. It goes on to say that the target of a QV attack takes "automatic bashing damage." Does this mean that the target doesn't get to soak against this attack?

Yep. It's a resisted effect, not a soaked one.

On the other hand you get to choose how you resist it, and all novas have those three free dots in Res. Considering most novas get a stamina of 5, that mean most novas start with at least 8 dice to resist.
