Erm.... stheno ,If you are going to call someone out do it right. very power in abberrant has its own unique quantum cost, Clone for example is a level three power buty it costs only 1 point to create 1 clone. An extra no effect other than raising power level and what ever bonus it conferrs. And since I have established that level has no bearing on the quantum cost the enlightened majority can come to the conclusion that there is no alteration of a powers quantum cost.

Oh and surreptitious mean they can't detect it so no court would ever hear anything

No, they're right. In general, powers cost their level in quantum points to activate. There are exceptions, such as Clone, but the exceptions are listed as such individually.

Hey, in our campaign, we modified telepathy a bit, mainly because it's silly without the extra (remember that, as stated in the Directive book, use of telepathy is a crime), and silly powerful with it.

We stated that without the extra (surrend..ipios... what a name!), a victim of telepathy is aware of someone reading his mind, but he would know only the general location and distance of the telepath (so that a smart telepath in a crowd at some distance can use it).

With the extra, when someone is readng your mind, you can roll Wits, and if you match the successes in the telepath roll, you treat the reading as if that extra does not exists. It's quite difficult to spot a telepath, but this brings in the possibility to be soptted, so that one has to use it wisely (our Teragen telepath, after probing minds here and there for some adventures, found Directive agents at his door...).

And, yes, a power cost is equal to his level, it's in the main rulebook (that Teragen runs out of quantum very quickly every adventure, if the adventure is fast enough (remember me of the old times when "Oh, you can't rest in this dungeon, because the sound of the dwarfs' cave disturb your sleep.")).
