Here are the things that have been discussed so far.

500 points.

Superpowers come from magic, aliens or divine. No science or mutants. One exception being "science". The type of science that no one can feasibly or logically explain, it just DOES.

Normal humans are out of the question also.

This is a setting where a group of seven super powered individuals have taken over the world, one for each continent. Each ruler has their own

These beings protect the humans from Space. Yes, Space is an entity that will drive you mad if you weren't protected from it.

Normal humans are afforded very few liberties and are treated like second hand citizens. This makes them love or hate the super powered population.

This setting is not black and white. This setting is not springtime and happiness. This doesn't mean you can't be a happy person in this setting, it just means that you're most likely not going to have happy ending or clear cut good guys and bad guys. Think X-Men with a healthy dose darkness.

Might I reccomend....

6,6 always hits and does double damage for PC's

6,6 is auto hit for anything attacking

6,6 auto defense for anything defending

1,1 always misses for attacks

1,1 always fails for power activation

1,1 always hit when rolled for defense

Defender always wins

reduced to negative HP

characters with regeneration regenerate all negative HP in one turn, regardless of how deep they go, so long as they do not die.

The use of a healing power on somone in negative heal will always bring them up to at least 0 hp, regardless of how deep into the negatives they are.

There is no limit on Tough, or Energy bonus.

I am changing their costs to 1 cp per rank.

Each rank gives you 10 hp or 10 ep.

Regeneration can be used for EP or HP, but must be decided at Character creation, You may have both kinds.

Is Space the entity the same as space, the final frontier? Does Space live in space? Can Space influence events on Earth? This is a little foncusing. :)

Meant to add, but I can't edit as Nora: If the world is ruled by seven superbeings, what role do the PC's have? Are they sidekicks? Flunkies? Are they the only other superbeings besides the Seven? Are there a lot of others?

Just trying to fit mad science in there. The stuff that looks like science but no one can explain scientifically except by yelling "SCIENCE!"

Has their own what?

Continent. There's a ruler for each such domain. North America, South America, Europe, Asia, Africa, Australia, Antarctica. Each ruler has several lieutenants across their domain. While they may be all powerful, they are not omnipresent. Well, maybe the one from Asia, but no one's ever seen that one except for the higher ups.

A little back story. These seven protectors appeared during World War II. They crushed Hitler and his lieutenants publicly and quite messily. They delivered a message to the world they were there to protect those who could not be protected. They explained Space was the reason this world was going mad. That this world would be different from now on. The magic and divine energies would flow once more. That Earth would be a safe haven for alien entities. The world leaders saw this as another attack and were behind America when they dropped a bomb on Germany to get rid of the scary things. This did little but to anger the entities. So instead of being benevolent protectors, they said they would rules this planet with an iron fist. The beings's memories are long. They haven't forgot mankind's mistakes nor are they forgiving. They protect the world from space, but they also run the world.

Another side note, they have all identified with a personification. Lust, Gluttony, Sloth, Pride, Envy, Wrath, Greed.

Lust owns North America

Envy owns South America

Wrath owns Australia

Sloth owns Antarctica

Pride owns Europe

Greed owns Asia

Gluttony owns Africa

Are they the personifications of sins? Well, sort of. They most definitely are powerful beings, each with strong desires for the protection of Earth, each with a definite spin on their personality. Though it seems no one can connect them with anything. Angels and Demons seem to be clueless about these things. There is no true God or Satan to answer these questions (though it doesn't stop people from believing in an ultimate authority).

Yes, the void between worlds is a living entity. It sees us as an annoyance. If Earth were not to be protected, it would fall upon us.

Mostly hate. The ones that love you are ones that think they can avoid persecution by other supers. Also, groupies. Power is very intoxicating to some ;)

Of course there is that factor, I just meant how brutal are surprise traps, unexpected battles and powerful enimies will affect a character's life span?

They can be brutal or as silly as the individual wants them to be. One day you could be dealing with a super Jigsaw style killer and the next a teen starlet who thinks you are totally dumb because you dissed her album.
